➠ Postal Ballots: As per Rule 54 A of the Conduct of Elections Rules 1961, the first task will be counting postal ballot papers. Only those received before the start of counting will be considered.
➠ EVM Vote Counting: Thirty minutes after beginning the postal ballot count, the counting of Electronic Voting Machine (EVM) votes will commence. If no postal ballots are present, EVM counting will start as scheduled.
➠ Control Unit (CU) and Form 17C: For EVM vote counting, the Control Unit (CU) and Form 17C are necessary. Officials will ensure the CU’s paper seal is intact and that vote totals match Form 17C before finalizing the results.
➠ VVPAT Verification: Verification of Voter Verified Paper Audit Trail (VVPAT) slips will occur after counting all CU votes. Additionally, VVPAT slips from five randomly selected polling stations per constituency will be mandatorily verified.
